Before returning to a DOT safety-sensitive position, federal regulations require completion of the Substance Abuse Professional (SAP) Return-to-Duty (RTD) process. This process is designed to support safety, accountability, and successful reentry into the workforce.

What SAPNOWUSA Will Do
​A DOT-qualified Substance Abuse Professional (SAP) plays an important role in helping you safely and successfully complete the Return-to-Duty (RTD) process. Your SAP will guide you through each step with clarity, professionalism, and respect. 1. Conduct a confidential face-to-face assessment Your SAP meets with you to understand your situation and determine what is required under DOT regulations. 2. Develop a personalized education and/or treatment plan Based on your assessment, your SAP recommends a plan tailored to your needs. This plan outlines exactly what must be completed to meet DOT requirements. 3. Provide required documentation to your employer Your SAP submits an official report explaining the education or treatment you must complete before you are eligible for a Return-to-Duty drug or alcohol test. 4. Monitor your progress and completion Throughout the process, your SAP tracks your participation and completion of all recommended steps to ensure compliance with DOT regulations. 5. Complete a follow-up face-to-face evaluation Once all requirements are met, your SAP conducts a follow-up evaluation to confirm successful completion and determine eligibility to move forward

After the SAP Follow-Up Evaluation
Once you complete your SAP follow-up evaluation, the next steps depend on your progress. Your SAP will guide this process clearly and transparently. If you successfully complete all requirements Your SAP submits a Compliance Report to your employer (or prospective employer). Your employer may then authorize your Return-to-Duty (RTD) drug or alcohol test. The RTD test must be negative. All Return-to-Duty specimen collections are directly observed, as required by DOT regulations. If your Return-to-Duty test is positive: A new DOT violation is recorded. You are required to begin the SAP process again, including a new assessment and new recommendations. If the SAP plan is not followed or completed: Your SAP submits a Non-Compliance Report to your employer. You must continue participating in the program until all requirements are successfully completed.

Once you pass the return-to-duty test and resume safety-sensitive duties, you will be subject to mandatory follow-up testing. The SAP must create a plan that includes: At least six (6) unannounced tests Conducted over a minimum of 12 months All follow-up tests are directly observed The SAP may require follow-up testing for up to 60 months Employers must follow the SAP’s follow-up testing schedule exactly as written.
